Objective:
To provide consultancy services to assist Dwr Cymru Welsh Water (DCWW), part of Hyder Utilities, for its Periodic Review (AMP3) and beyond.

Approach:

• An initial study was made of DCWW's asset maintenance budgeting procedures
• Comparison of their methodology was drawn against others in regulated and non-regulated industries at home and abroad
• Detailed analysis of DCWW's asset data
• Analysis of DWR's capital maintenance/renewal programme
• Analysis of DWR's cost modelling approach
• Work was scheduled in a number of phases to assist in analysing capital maintenance budgets for the current price reviews with Ofwat
